We are in the process of completing a new residential build. The back fill to the back door currently is almost 2 feet below the actual level of the door itself leading to a significant drop. The contractor has told us that this isn't his responsibility and that we need to pay a landscaper to fill in the drop. The landscaper is telling us that this is the responsibility of the contractor and that we shouldn't have to pay extra for this backfill. It isn't specified in our contract that the back fill meet the door but it seems intuitive to me that this would have been the case... Any advice would be helpful. We really can't afford to pay for the extra back fill right now and would like to be able to use the back door.

Tim ,2' is not out of the ordinary and when your landscaping is completed would allow a slope away from your home to make sure water is directed away from the foundation .Put in a couple of steps so you are in compliance with Code .You should not require a railing in this circumstance.
