I am currently getting ready to build a garage that is 24' by 28'. I am wondering if I can use 2*4 for the framing? From what I understand, there is no significant difference between 2*4 and 2*6 framing in regards to structure. AS for the R Rating of it, I am planing to use foam insulation which will also provide more structural integrity. I would like to know this because I need to get the permit so I can also include power and plumbing and will definitely need the permit. This garage will also have a loft for storage.

I see no reason why you cannot use 2 x 4 framing. Check with your Municipality to get the definitive answer .You can do this when you apply for your building permit.
